From my tenure in the Fed government I understand your point re decisions getting postponed.
There is a lot of wisdom in what you say. My advice is not intended to suggest deep-sixing decisions. I am saying to not be rushed into making decisios….wait until the time is ripe with a full gathering of facts and assessing the evironment.

You offered great advice on the wisdom and dangers of waiting until the last minute to make a decision. I’m more tuned to gathering the available facts as quickly as possible, making a decision and moving on. However, I notice in state government the tendency is to wait, wait, wait until a time deadline is forced upon you. In many cases, it just allows the issue to fester and grow.
My own thoughts are that most crises…not all…arise out of a step by step process. It starts with a misunderstanding or mistake that is unaddressed, then proceeds to a problem that is inadequately addressed, then proceeds to an issue which gains audience interests, but still is inadequately addressed. Finally, when the organization still avoids doing the right thing at the right time and communicating its message appropriately, it becomes a full fledged issue. When that happens, everyone knows you made a mistake.
I loved the reference to teaching the horse to fly. I had not heard that one.
